To operate or own a handgun or, obtain a Maryland HQL or Wear and Carry license: Must be at least 21 years old and meet the legal requirements to own a firearm.
Anyone can take the classroom portions of any safety class; however, before handling or firing a firearm, users must attest that they meet the legal requirements. Minors must be accompanied by a legal guardian.
To own or operate a firearm you must not: Be a felon; Be a drug user or addict; Be a US alien; Be subject to a domestic restraining order; Have prior convictions for domestic assault; Be a fugitive from justice; Be dishonorably discharged from the military.
The Maryland State Police will conduct a full background investigation at the time you submit an application for an HQL or Wear and Carry permit.
Yes! All online courses from Firearm Instructor Services are accepted by the Maryland State Police. Online courses with a live, interactive instructor with verified student participation that are not pre-recorded are accepted. NOTE: The online certification video previously made available by the Maryland State Police is no longer accepted.
Zoom is accessed from your browser and it facilitates interactive online meetings. When your course is scheduled, you'll receive a link that will let you into the meeting. There are no charges, fees, or pop-up ads and is the preferred method of online communication for this course. Your computer will need an operational webcam and microphone. The course is taught by a live instructor in real-time. Students will be required to participate just like a classroom environment.
Firearm safety is an important family matter and any household member can "audit" the class and interact. Those legally allowed to obtain firearms and who paid for a training class will receive training certificates.
In compliance with the United States Supreme Court ruling, Maryland citizens may now apply for a Wear and Carry permit. Training is conducted both online and in-person in either Glen Burnie or Upper Marlboro.
This online course provides all the essential technical and legal information need to apply for a Maryland Wear and Carry license. The classroom component is taught over four days, each session lasting four hours. A live-fire qualification exam is given at the end of the course. Students must demonstrate safe handling techniques and pass a 50 point marksmanship test. Additional courses to meet the marksmanship skills test are available. Students must call and speak with the instructor before signing-up for this course. Students must have a valid Maryland HQL to take this course.
Students will fire a handgun to demonstrate safe handling methods and basic shooting proficiency. The process typically takes less than 1 hour and includes 30 minutes of on-site instruction. The range fee is separate and must be paid to the range operator by the student. The student may use a supplied firearm or, their own firearm. Users may also sign-up for pre-qualification lessons or basic marksmanship lessons if desired.
By State rules, the class has a 4-hour training requirement. This class covers many topics and provides a wealth of information. We have yet to encounter a student that is not in-awe about how much they learned. The customized nature of these courses helps you manage your time as efficiently as possible.
No. Users must pay all Maryland application and finger printing service feels separately. Assistance will be provided with all State application processes and quality fingerprinting services will be recommended.
Several local ranges are typically used and are located in Severn, Glen Burnie, Owings MIlls and Upper Marlboro.
Students and the instructor will make specific arrangements to meet at a local range for training and tests. Any course or instruction that requires firing a gun will require the student to sign a liability waiver form as well as a statement of legal eligibility. Students who refuse to sign those forms will not be able to complete their course and no grade, certification verification or enrollment refund will be given.
Mini courses are 60 minute sessions and there are several topics including "Introduction To Firearm Ownership", "Handgun Safety and Handling" and other entry-level topics. Customized mini-courses can be created upon request. Minie-course fees are typically $35.00 Please call and ask for details.
There is range of standard fees depending based on service provided and number of training certificates issued. Please select the "Contact Us" button for a quote. A 4-hour HQL training session is $75. A monthly, group session Wear & Carry online course is $275. Call or email for a Wear/Carry private session. Other mini-courses are available.

Total fees are reduced by 10% if multiple members simultaneously attend all scheduled components of a given course. Cancelation fees will apply and discounts could be removed accordingly.
There is a 5% cancelation fee if at least 24 hours notice is given. 10% if less than 24 hours notice is given. Once class sessions start, cancelation fees are 5% plus the pro-rated amount depending on how much training was provided. Precise details will be provided with the service quote before booking. Booking is finalized upon receipt of payment.
Attendees will need a computer equipped with a web-camera, microphone and speakers. The screen should be large enough to view comfortably. No special software is needed. Just a browser to connect to "Zoom". A good Internet connection is necessary. If needed, users can request a pre-meeting a couple days beforehand to test their computer setup.
Online classes must be fully attended and students must participate. Students must have a microphone and webcam. Webcams must be enabled to allow the instructor to verify full attendance. Students must be attentive and available to ask or answer questions. Minor interruptions and external distractions are a fact-of-life; however, students are expected to control their environment to minimize distractions. Students are not permitted to drive vehicles, do grocery shopping etc while taking online classes.
